67th Balkh Provincial EVAW commission’s meeting

On Tuesday July 31, 2018 (according to Asad 9th, 1397) the 67th Provincial EVAW commission meeting was held in Balkh, under the chairmanship of Mr. Alhaj Mohammad Bashir Tawhidi the deputy of Balkh’s Governor and was facilitated by WCLRF’s legal adviser. In addition to following up the previous meeting’s decisions, report on women’s situation of Dehdadi district, Justice directorate’s function on decreasing violence against women and statistics of violence against women were presented. In order to address the precise needs and responsiveness of the authorities in preventing and reducing violence against women, applied decisions were adopted at this meeting and responsibilities and follow-up actions were set up for each member of the commission until the next commission meeting.

 

8th Women’s advocacy Committee meeting with Dr. Abdullah Abdullah, Chief Executive of the Islamic Republic of Afghanistan

The Women’s Advocacy Committee held its eighth advocacy meeting with Dr. Abdullah
Abdullah, Chief Executive of the National Unity Government, on Assad 23 rd , 1397, to
continuation of its advocacy meetings. During this meeting, in addition to following up the
implemented issues, the below matters were discussed:
1. Restrictions on resources for institutions working in line with women’s rights.
2. The problems of female candidates in parliamentary elections 1397,
3. The consequences of peace and cease-fire with the Taliban.
Regarding the problems of female candidates in the 1397 parliamentary elections, Dr. Abdullah
in addition to emphasizing the past commitments, and said that the government is required to
contextualization of women’s active participation in all sectors of the system. Dr. Abdullah
Abdullah spoke about the consequences of the ceasefire with the Taliban in details. Finally,
after addressing the resource constraints for women’s rights organizations, he said: After
identifying the problems and challenges, they will talk with national and international
organizations in this regard”

Third National Advocacy conference on women and girls access to Education, Health Services and their participation in local decision making

Women and children legal research foundation with EVC implementing team conducted Third National Advocacy conference on women and girls access to Education, Health Services and their participation in local decision making on 17/Dec/2019,in this conference the  Research findings on women’s social participation, results of the Social community score card  on Education and Health Services, suggestions and demands of local people for active participation of women in decision-making and their access to health and education services position paper of 3rd National Advocacy Conference were presented by EVC team. also the  Representatives of local communities from Khost, Kabul, Balkh and Parwan provinces,  had face to face lobby meeting  with respected government officials of Ministry of Education, Ministry of Women’s Affairs and Ministry of Rural Rehabilitation and Development.

This Advocacy face to face meeting were held between beneficiary authorities with the participation of more than 160 representatives of government agencies at national provincial and district levels, people’s representatives in parliament, provincial council representatives, national and international civil society activists, media Representatives of district and village development councils, members of advocacy groups, intrusions and local people were represented.

As per previous plan and coordination representatives of the six ministries (Education, Women’s Affairs, Rural Development, Public Health and Hajj and Awqaf) and IDLG Authorities were asked to attend the conference and respond to people’s questions and suggestions in advocacy. But unfortunately, apart from the respected representatives of the three ministries, other ministries were not present.

What was important in this Advocacy conference was the joint advocacy members of the authorities and the people representatives to address the challenges,  needs and actions of the people and local authorities in the fields of education, public health, women’s participation, and to fight against harmful practices.

This particular announcement is to recruit one Finance assistant to assist in Reporting any deviation from WCLRF financial policies and procedures to Clients. Participate in the preparation of trainings for non-finance staff to ensure understands of financial regulations and enable compliance. Organize WCLRF financial filing systems and properly file and label financial documentation

Duties and Responsibilities:

 

  1. Assist in Preparation of daily transactions (Cash Disbursement vouchers, Cash Receipt Vouchers, General Journal transactions, update bank books and weekly expense templates) supported by adequate required documentation
  2. Properly verify that all vouchers including Donor Source Project Numbers, account codes, and T-4codes and that amounts are current and in correct currency (Afghani or US dollars)
  3. Ensure that accounting vouchers and support documentation are marked and stamped as PAID after proper authorization and processing.
  4. Assist in the daily payment and/or liquidation process of financial transactions.
  5. Ensure all accounts are reconciled and verified on a monthly and weekly basis.
  6. Prepare government taxes on a monthly and yearly basis
  7. Assist the Finance Officer to prepare monthly staff salary payments and income taxes as well as monthly staff Payroll reports based on WCLRF procedures.
  8. Implementation and follow up of Admin, Procurement financial and guidelines
  9. Establishment and maintaining of all the financial and admin data.
  10. Supporting to Implement the daily action plan which prepared by the Provincial coordinator.
  11. Filling of all contract which dealers in order to audit
  12. Follow up staff air and ground missions management and logistics activities ,
  13. Maintenance of Fixed asset and Inventory list.
  14. Regular communication with provincial coordinator on provincial administration needs.
  15. Stationary requirement preparation for the staff.
  16. Assist HR filing system and keep them in order.
  17. Assist Admin to Checking perdium, over time of admin department
  18. Attending monthly meeting or any other required meeting inside or outside the organization.

69th meeting of Balkh Provincial EVAW commission

Women and Children Legal Research Foundation (WCLRF) on Sunday October 17th, 2018 (in accordance to Mizan 25th, 1397) under the chairmanship of Balkh’s deputy governor conducted the 69th meeting of Balkh Provincial EVAW Commission in meeting hall of Provincial governor’s office. in this meeting, in addition to following up the previous meeting’s decisions, procedural rules of 1397 for the EVAW high and provincial commissions were discussed and report of six months of 1396 of Personal Status Court of Balkh province, statistics of VAW by the related bodies, report on problems of education and cases of Balkh district were presented. Applied decisions were taken to address the needs and precise accountability of the authorities in preventing and reducing violence against women, and the responsibilities and follow-up actions were set to the next session of the Commission for each member of the Commission.

Conference on disseminating the Findings of the Report on Role of EVAW Commissions in addressing Sexual Harassment in Afghanistan

To improve the EVAW commissions’ role in tackling sexual harassment and to share the research findings, WCLRF held a provincial conference in Herat province on December 16, 2017. In this conference, the EVAW commission members including governor deputy, head of DoWA, Balkh Provincial Council, CSOs and media had participated. Thanking the participants and sharing WCLRF’s major achievements in regard with tackling sexual harassment, Mr. Zabihullah Jawad, WCLRF’s legal advisor, shared the research report’s findings and its recommendations.

During the panel discussions, Mrs. Monisa Hassanzada, the governor deputy, Mrs. Aziza Karimi, head of DoWA, head of department of Justice, Mr. Rahimi, head of AIHRC’s sub-office, head of Haj and Awqaf and Mr. Pedram, a member of provincial council expressed their strong support and committing in tackling sexual harassment and implementing the findings and recommendations of the research report. “I really appreciate the efforts made by WCLRF in conjuction with sexual harassment, especially their effective in drafting the Ant-harassment regulation and cooperation with Parliament in finalizing the Anti-Harassment against Women and  Children Law,” said Mrs. Hassan Zada. She also added that in order to effectively fight against sexual harassment, a strong working group including families, governmental and non-governmental organizations must be established and oral commitments must be put in action.

The panelists in addition to affirming the research’s findings, expressed their support and commitment in creating a violence-free environment both in families and communities for women and girls. The event followed by question and answer session and concluding speeches by the panelists.

 

It is time for action to end Sexual Harassment against Women through supporting EVAW Commissions in Afghanistan

WCLRF conducted a Conference on sharing “Role of EVAW Commissions in addressing Sexual harassment research report in Balkh province.The EVAW provincial commissions have a vital role in tackling sexual harassment and addressing its cases. To this end, and to improve the EVAW commissions’ role, WCLRF following a conference in Kabul, held a provincial conference in Balkh province to share the findings of the research report. In this conference, the EVAW commission members including governor deputy, head of DoWA, Balkh Provincial Council, CSOs and media and expressed their relevant organizations’ commitment in implementing the findings and recommendations.

Thanking and welcoming the participants and explaining the event’s objective, WCLRF’s representative, Mr. Sultan Ali Rahimi shared the research report’s findings and its recommendations. Also, he asked participants to take practical steps and joint approaches in effectively fighting against it. Afterwards, Balkh’s deputy governor, head of DoWA, head of Provincial Council, head of Haj and Awqaf and a representative of Civil Society (the panelists), in addition to affirming the research’s findings, emphasized on jointly working against sexual harassment. Also, they committed to making efforts in implementing the research’s findings and recommendations in their working environments.

Call to End Sexual Harassment Against Women and Girls in Afghanistan

WCLRF held a conference to share the findings of a research report on “Role of EVAW Commissions in addressing Sexual harassment” in Kabul on December 5, 2017 with participation of EVAW high Commission members, MPs, Civil Society Activists, Kabul Provincial Council members, University Students and Media. The event mean to share the research report’s findings and recommendations for betterment of EVAW commissions in effective tackling with sexual harassment and to advocate for its recommendations’ implementation nationwide.

Appreciating the initiative and the research report’s dissemination, MoWA’s professional deputy, First Lady’s representative, an MP and UN-Women’s representative (the panelists) committed to effectively working against sexual harassment and to creating a safe and harassment-free environment for women throughout Afghanistan.

Advocacy meeting with Lower of House of Parliament

Women and Children Legal Research Foundation –WCLRF facilitated an advocacy meeting between the “Advocacy Committee for Increasing Women’s Participation in the Peace Process” with National Assembly’s Commission on Women & Human Rights on October 8, 2017. The meeting was convened to share the committee members’ concerns and recommendation with Women and Human Rights commission as well as to harmonize all initiatives in conjunction to women, peace and security. During the meeting the committee members shared the committee’s recommendations and urged the commission to: a) make more efforts to implement the recommendations of WCLRF’s guideline; b) use the research findings in the formulation of rules, regulations and policies; c) Increase pressure on NUG to implement the National Action Plan for the 1325 resolution; and d) harmonize all activities related to women, peace and security.

Welcoming the advocacy committee’s recommendations, Mrs. Fawzia Koofi, chair of National Assembly’s Commission on Women and Human Rights said that the commission has already submitted a similar concept note to the HPC asking its leadership to make more efforts in terms of women’s meaningful participation. To this end and in order to involve more women in the HPC, she recommended that the commission with technical support from the advocacy committee must hold a joint meeting with National Security Council, Ministry of Foreign Affairs, and HPC through which each party could provide updates of their accomplishments and review the existing challenges lay ahead of women
