About the project :

Since 2002, the UN Women Afghanistan Country Office (ACO) has been assisting the government of Afghanistan and its partners in the area of Elimination of Violence Against Women (EVAW). UN Women is further strengthening its EVAW Program in view of building capacities and providing more coherent and specialized support pertaining to EVAW carried out by both government and civil society organizations. In this regard, UN Women Afghanistan’s Elimination of Violence against Women Special Fund (EVAW SF) was established in 2008. The Fund addresses the mechanism to financially support and mobilize community-based and non-governmental organizations that are working on EVAW and expand EVAW initiatives throughout Afghanistan in a coordinated, strategic and sustainable manner. The work of the EVAW SF is inter-linked with all other EVAW initiatives of UN Women Afghanistan to ensure a coordinated and collaborative approach and their sustainability.

UN Women has been providing support to the Ministry of Women’s Affairs in the establishment and operationalization of provincial EVAW Commissions in 16 provinces since 2014. The provincial EVAW Commissions are chaired by the Provincial Governor or Deputy Provincial Governor and members of the Commissions include representatives of DoWA, the Supreme Court; the AGO; the Ministries of the Interior, Public Health, Labour, Martyrs and Disabled, Education, Higher Education, Justice, and the Hajj and Religious Affairs; the AIHRC and the AIBA.  The Department of Women’s Affairs within each province provides secretariat services for the activities of the EVAW commission.

The EVAW Commission is a structure mandated by the EVAW law to track cases of violence against women to oversee the implementation of the EVAW Law, increase public awareness on the EVAW Law, support VAW survivors to gain access to justice and improve coordination among government entities in addressing violence against women.

About WCLRF: 

Women & Children Legal Research Foundation (WCLRF) was established in March 2003. WCLRF is focused in the area of research, advocacy and raising awareness with the aim of reducing violence against women and improving their skills and knowledge for equal social and political participation both at local and national levels.
So far WCLRF’s activities are covering provinces of Kabul, Parwan, Balkh, Badakhshan, Herat, Kandahar and Nangarhar both urban and rural area and planning to expand its presence in other provinces of the country. WCLRF has its main office in Kabul and have 2 small offices in Balkh and Nangarhar.
This particular announcement is to recruit one officer to lead the project on combating Sexual Exploitation and harassment against women and girls, with primer focus in developing policy and raise awareness.
The Project Officer will play an instrumental role in ensuring the successful completion of the project milestones within budget. In general, the Project officer will be in charge of managing all staff on the project; ensuring the quality control of all outputs; developing and maintaining relationships with key decision makers and stakeholders; and donor reporting. The successful management of the project will lead to the creation of a support network to adopt a legislative provision and policy on sexual harassment in Afghanistan, as well as, implement some pilot activities.

The project will be implemented by contribution of the WCLRF in  Balkh and Parwan province’s .

Duties and Responsibilities:

The legal advisor will be closely working with provincial directors of women affairs in the aforementioned provinces to provide legal and technical advisory support to DoWAs and EVAW Provincial Commissions mandated by EVAW Law.

She/He will be directly reporting to the project manager and DoWA on the work of EVAW Commission and implementation of the project.

The legal advisor in carrying out these overall functions, in coordination with project manager, Head of DOWA, she/he will particularly:

  • In consultation with DoWA and UN Women, assist the provincial EVAW Commissions to develop their Annual Work plan with measurable deliverables, policy and procedure for effectively combating VAW;
  • Develop project action plan (quarterly/monthly) and coordinate with the relevant government and non-government bodies for the implementation of the project activities;
  • Provide Legal Advisory support to DoWAs on prevention and response to Violence Against Women and Girls and enhancing the women rights;
  • Provide technical assistance on providing substantive input to the priority issues of discussion for the EVAW Commission;
  • Provide technical and follow up support to DoWAs and EVAW Commissions on women access to justice, ensure their rights are observed and respected by respective entities and individuals.
  • Provide legal analysis report on the work of the EVAW commission and violence against women status and share with respective agencies to support the policies implementation;
  • Monitor, advise and ensure the best interest of women and victims of violence and discrimination in the decisions of EVAW commissions meetings, particularly in dealing the GBV cases;
  • Ensure the quality implementation of EVAW law and EVAW Commissions ToR by relevant stakeholders;
  • Assist DOWA to ensure the commission members legally binding obligations are fulfilled and provide technical and legal support to enhance the obligations.
  • Track and follow-up the cases and the decisions of the EVAW Commissions with the relevant bodies and report back to DoWAs and Commission;
  • Speeding up the process of quality response to the victims of violence through following up the pending cases with relevant bodies;
  • Arrange and organize exposure visits to provincial EVAW Commission members from one to another province to exchange knowledge and experiences;
  • Support the provincial EVAW Commission with the preparation of its progress reports (Monthly, Quarterly and Annual) of its activities;
  • To conduct training on legal, gender and women human rights related issues in light of national and international standards; Arrange and facilitate the quarterly gender and legal training for high school, universities students and target beneficiaries and ensure the expected result and quality training is ensured;
  • Take initiatives and measures to increase female users of Resource Centres through developing SMART Plan;
  • To orient the users of resource centres in utilization of the RC, resource centres, equipment and books and promote dialogue on women rights related issues.
  • To keep update the registration book of the RCs
  • To manage the utilization of the RC assets based on Organization policies
  • Provide regular project progress report

Education:

Bachelor’s degree with 4 years of relevant work experience / Master degree with 2 years of relevant work experience in the field of law and political sciences, sharia, gender and human rights highly preferred.

 

Experience:

  • Knowledge of national and international standards, human rights and women’s rights and other relevant criteria
  • Have at least three years’ practical experience in the field of legal, project management, project design, planning, legal plans, reporting and coordination;
  • Extensive experience working with personnel/administrative law issues and legal institutions;
  • Expertise and experience in implementation and management of similar projects with relevant institutions or civil society organizations or NGOs
  • Clear understanding of the impact and effectiveness of project implementation and project objectives in light of the goals and objectives of UNWOMEN and MOWA and EVAW commission.
  • Understanding of legal, social, political and cultural issues related to gender equality and the rule of law

Language requirements:

  • Professional fluency in Dari and/ or Pashto (written and oral)
  • Fluency in English
